GAME.INI is found in the root directory, which contains:

SLUS-20776 represents the US version of the game.

Unlike the GameCube release of the game, this file is read at run-time. Variables may be added to the file, however with most debug functionality disabled.

Variables

These variables, when enabled, have a noticeable effect in-game:

LAUNDRY_LIST=0Sets the chapter of the story that the player is in.
GOD_MODE=1Enables god mode. The player is unaffected by enemies' punching or shooting.
SHOW_PERF_INFO=1Shows performance stats, such as FPS, # of verts, # of polys, and # of nodes. This is displayed as a box in the top right corner of the screen.
COMBAT_DISPLAY=1Displays two lines of text on the bottom of the screen. CURR represents the current attack or action being performed, and NEXT represents any attack or action that may be performed after the current attack or action.
NO_LOAD_SCREEN=1Skips loading the current savegame, intro movies, and title screen. If LAUNDRY_LIST is set to anywhere above 0, it will skip the new game intro.
COMBO_TESTER=1Allows the player to test combat combos while in the air.

Debug Information

While most of the debug features have been stripped, performance and combat information may still be viewed by setting the SHOW_PERF_INFO and COMBAT_DISPLAY flags to 1.

For nearly every chapter, there are pieces of debug text that provide exposition. These strings are found in AMALGA.PAK.

In Chapter 7, Pride and Prejudice, there are debug subtitles that slightly differ from the retail game's actual voice lines. For instance, in the mission's introduction cutscene, Mr. Jameson refers to Madison Square Garden instead of just sports arena.
